1.
DISPATCH:
a.
Automatic Dispatch: For a report of a working structural fire (smoke
and fire showing), the Northvale Ambulance Corps will be requested
by KBT-809 CLOSTER
COMMUNICATIONS to respond to the scene. This will occur immediately after
the Rockleigh Fire Department is dispatched. The first responding
Rockleigh Engine will be so informed when reporting in service.
b.
Requested Dispatch: The Rockleigh Incident Command Officer may request
that the Northvale Ambulance Corps
respond to the scene of any incident when the presence of emergency
medical personnel and an ambulance is appropriate for the safety of fire
fighters or the public.
2.
ON-SCENE PROCEDURES:
a. Medical Sector Implementation. The ambulance(s) and EMT personnel
shall establish and function as a medical sector in the Incident Command System.
b.
Medical Sector Officer: The Officer-in-Charge of the responding
ambulance unit shall report in
person to the Incident Command Officer at the Command Post and be
prepared to take charge of the
Medical Sector in the Incident Command System, thereby removing
himself/herself from all direct patient-care responsibilities. The Medical
Sector Officer has the authority to request additional medical units and
personnel as necessary through mutual-aid agreements and arrangements.
c.
Health Safety: The Medical Sector Officer should also be prepared to
alert the Incident Command Officer of any present or impending conditions
that may affect the medical safety of fire fighters or members of the public.
d.
Rehabilitation: In
addition to providing medical care and transportation for the injured, the
Medical Sector Officer shall provide sufficient staffing for one or more Rehabilitation
Sector(s) to monitor the physical well-being of firemen between
assigned shifts of work as well as whenever a fireman needs to replace an
SCBA air tank (i.e., after 20 to 30 minutes of strenuous work).
3. ON-SCENE RESPONSIBILITIES:
a. The Rockleigh Fire Department shall be in charge of the incident
scene under an established Incident Command System.
b. The Northvale Ambulance Corps shall be responsible for all
aspects of patient care and advise the ICO on issues of health safety.
c. The Northvale Police shall provide traffic control and crowd
control, if necessary. Special BCPD units responding to the scene will
assist as appropriate.
d. Norwood Fire Department will provide for extrication, if
required, under mutual aid agreement.

RFD DISPATCH:
a. Automatic Dispatch: In addition to the Northvale Ambulance Corps, the Rockleigh
Fire Department should be dispatched by KBT-809 CLOSTER COMMUNICATIONS
to motor vehicle accidents within the Borough that meet any of the
following conditions:
(1) Fire or threat of fire and injury because of spilled automotive fluids.
(2) Victim trapped within vehicle, requiring extrication.
(3) Damage to utilities or to a building.
(4) Need for emergency flood-lighting or need to close a through road.
b. Requested Dispatch: If the Rockleigh Fire Department is not on
the scene, the Officer-in-Charge of the Northvale
Ambulance Corps (or any responding ambulance corps) may request RFD
response for protection or assistance. In addition, the Officer-in-Charge
of the Northvale Ambulance Corps (or any responding ambulance corps) may request Norwood Fire Department Rescue Squad response for extrication
assistance.
2. RFD ON-SCENE PROCEDURES:
a.
Positioning: Upon arrival at the scene, RFD
fire apparatus shall position not closer than 50-feet to the accident
scene, angled slightly to completely block the traffic lane in which the
accident occurred.
b.
Lighting: All flashing warning lights shall be turned on. Headlights
shall be turned off to avoid blinding
approaching motorists. All emergency flood-lighting shall be directed to
avoid blinding approaching motorists.
c.
Protective Hose lines: Under
the following conditions, one or more charged 1½-inch
or 2-inch attack lines shall be deployed to protect trapped or injured
occupants and medical personnel from possible fire [Booster lines have insufficient water flow and must never be used for life-safety purposes.]
(1) Whenever there is spilled fuel or flammable automotive fluids.
(2) Whenever a person is trapped within a vehicle.
(3)
Whenever medical personnel are working in a severely damaged vehicle.
d. Attack Hose Lines. For
vehicular fire, RFD SOP-5 shall be followed.
e. Tools: Tools will be provided and assistance rendered upon
request.
3.
ON-SCENE RESPONSIBILITIES: The
officers of Rockleigh Fire
Department, the Northvale Police, and the Northvale
Ambulance Corps should coordinate their efforts to ameliorate the
emergency incident.
a. The NOrthvale Police shall be in charge of the accident
scene, except in the event of fire, a Haz-Mat condition, a damaged
structure, or damaged utilities.
b. The Northvale Ambulance Corps shall be responsible for all
aspects of patient care.
c. The Norwood Fire Department shall be responsible for any
extrication procedure.
d. The Rockleigh Fire Department shall be in charge of the accident scene if there is fire or
imminent threat of fire, a Haz-Mat condition, a damaged structure, or
damaged utilities. Otherwise, the
RFD will provide protection and support as necessary.
