A. AUTOMATIC
MUTUAL AID RESPONSE TO ROCKLEIGH
1.
PROCEDURE: On the report a smoke condition or of a working fire in
Rockleigh, CLOSTER COMMUNICATIONS will request, immediately after
dispatching the RFD, one (1) pumper from NORTHVALE to respond to the
incident.
2. The senior first-responding RFD
firefighter shall contact NORTHVALE by radio with the nature of the
incident, confirm the address of the incident and suggest approach
directions.
B. AUTOMATIC
MUTUAL-AID RESPONSE BY ROCKLEIGH
1.
ALPINE RESIDENCES WITH ACCESS THROUGH ROCKLEIGH: Rockleigh will respond initially and fully to the Alpine
residences at 4 Piermont Road and at 32 Rockleigh Road.
2. RFD will command the ALPINE
incident until the Alpine Fire Department arrives on the scene.
Rockleigh shall call Alpine for every incident (even if false) and
remain on the scene until the Alpine FD arrives on the scene or is
otherwise released by Alpine.
C. MUTUAL AID RESPONSE TO
OTHER BOROUGHS
1.
PROCEDURE: The first-responding officer shall confirm by radio or
telephone from CLOSTER COMMUNICATIONS: (a)
the town requesting assistance, (b)
the nature of the incident, (c)
the specific needs of the requesting Chief, and (d) the address of the incident with approach directions.
2. Each engine shall be manned at least minimally in
accordance with RFD SOP-1. [Note Section C.4.below].

MANPOWER: If a town requests manpower, one fully-manned MAXIPUMPER (see
RFD SOP-1) may respond. If a relief crew is subsequently needed, the
reserve maxipumper will shuttle the crews and return immediately to
Rockleigh. [Note Section A.4. below.]
4. A
minimum crew of one (1) officer (if available) and one (1) firemen shall
always remain available in Rockleigh to man R-1. If the Borough of
Rockleigh has insufficient reserve manpower to cover the Borough, the
senior officer shall inform KBT-809 CLOSTER COMMUNICATIONS to advise the
requesting Chief that Rockleigh cannot respond because of insufficient
manpower.
D. REQUESTS FOR MUTUAL AID BY
ROCKLEIGH
1. PROCEDURE:
a. Requests for mutual aid will
be made to KBT-809 CLOSTER COMMUNICATIONS by the Incident Command Officer.
b. Once the decision to call
mutual aid has been made, the Incident Commander Officer shall
establish a COMMAND POST and initiate the INCIDENT COMMAND SYSTEM in
accordance with RFD SOP-12.
2.
ALARM ASSIGNMENT GROUPS: Mutual aid shall be summoned in ALARM
ASSIGNMENT GROUPS as indicated in Table 1.1.
a. The FIRST ALARM ASSIGNMENT
shall be filled out by requesting one (1) pumper from NORTHVALE and
one (1) ambulance from NORTHVALE.
b. Each subsequent ALARM
ASSIGNMENT GROUP consists of one (1) aerial unit, two (2) pumpers, and
one (1) utility/rescue unit with a combined complement of 10 to 15
firefighters.
c. Each ALARM ASSIGNMENT GROUP is
formulated on the basis of availability of equipment, personnel, and
back-up coverage, as well as response time, radio frequencies, and
customary work/drill relationships.
d. If any unit in a summoned
ALARM ASSIGNMENT is unavailable, the Incident Command Officer should
locate the needed equipment from a higher alarm assignment.
e. Whenever possible, the units
of an ALARM ASSIGNMENT should operate as a SECTOR under an appointed
sector officer who will report directly to the Incident Command
Officer.
3. MUTUAL AID EQUIPMENT
AVAILABLE
a. A list of available
firefighting equipment by boroughs is appended to these SOPs.
EACH ALARM ASSIGNMENT REQUIRES: 2 PUMPERS, 1 TRUCK, and 1 RESCUE-UTILITY
