SOP-1. RESPONSE TO ALARMS AND INCIDENTS:

 

 

A. ORDER OF ENGINE RESPONSE

1. FIRST DUE: The MINIPUMPER (R-1), acting as a FAST-ATTACK / COMMAND VEHICLE, shall be the first engine to respond to an alarm or incident.

2. SECOND DUE: A MAXIPUMPER (R-2 or R-3) shall be the second engine to respond to an alarm or incident as an ENGINE COMPANY.

3. THIRD DUE: A MAXIPUMPER (R-2 or R-3) shall be the third engine to respond to an alarm or incident as a TRUCK COMPANY.

 

B. MANNING LEVELS OF ENGINES

1. COMPANIES: The complement of firefighters responding with each engine shall constitute a company. Maximum manning levels shall not be exceeded. Safe and effective, manning levels are as follows:

2. MINIPUMPER (COMPANY R-1) manning levels:

a. Minimum: 2 firefighters (including 1 officer, if available) for size up, investigation, outside-Fast Attack team, and Incident Command.

b. Maximum: 2 firefighters (including 1 officer, if available) for size up, the primary search-attack team or Incident Commander and Aide.

3. MAXIPUMPER (COMPANIES R-2 and R-3) manning levels:

a. Minimum: 3 firefighters (including 1 officer, if available), as 2-man search-attack team with pump operator.

b. Maximum: 5 firefighters (including 1 officer, if available), in 2-man teams for hose-line with a pump operator, ventilation, search, laddering, overhaul, and salvage as appropriate.

 

C. COMPANY RESPONSIBILITIES AT THE SCENE

1. The MINIPUMPER (R-1) shall function as an initial-attack pumper until the arrival of the second due engine whereupon it will function as the COMMAND POST and SUPPORT VEHICLE.

2. The SECOND DUE ENGINE shall generally provide manpower for "ENGINE COMPANY OPERATIONS" (attack line and primary search). It shall provide the PRIMARY WATER SUPPLY from the closest hydrant.

a. If minimally manned, this company will provide one hose team for initial attack.

b. If fully manned, it will also provide one search team for primary search-and-rescue, ventilation, secondary search, and salvage operations.

3. The THIRD-DUE ENGINE shall generally provide manpower for "TRUCK COMPANY OPERATIONS" (ventilation, laddering, opening concealed spaces for the hose team, secondary search, and salvage). It may provide a secondary water supply from a hydrant, if necessary.

a. If minimally manned, this company will provide one team for primary search-and-rescue, ventilation, secondary search, overhaul and salvage operations.

b. If fully manned, it will also provide a 2-man back-up hose team or a second attack line.

4. ADDITIONAL ENGINE, LADDER, AND UTILITY COMPANIES will be requested as necessary through mutual aid in accordance with SOP 2: MUTUAL AID.
