Persuant to N.J.S.A 40:55D-1 to 10:55D-91, the membership of the
Planning Board is...nine (9) members.... [The enabling ordinance
provided for the repeal of the Zoning Board and the expansion of the
powers and duties of the Planning Board to include those usually relegated
to a Zoning Board].
