§27-3. Powers and duties. 

      The Park Commission shall have control superintendence and charge of all public parks and any lands or lots heretofore and hereafter devised and bequeathed to the borough for park purposes and shall direct the ornamenting, adorning, laying out and improving the grounds of said parks and for that purpose may employ such workman and purchase or contract for material as they may deem necessary, provided that such contracts and purchases are approved by the Mayor and Council in advance of their execution.... The Park Commission shall have general supervision and control over the maintenance, operation and regulation of all forms of recreation, operation and regulation of all forms of recreation and playground and public entertainment activities carried on in connection therewith.
